PNP NAGLABAS NG GUIDELINES PARA SA REWARD SYSTEM

NAG-ISYU kamakailan si PNP Chief Director General Jesus Verzosa ng implementing guidelines sa PNP Reward System para sa pagresolba ng mga kaso ng karahasan laban sa mga mamamahayag o working journalists, militant activists, elected government officials at iba pang government workers, candidates, at election workers.
Ayon kay Verzosa, gagamitin din ang bahagi ng P25-million special fund na inaprubahan ni President Gloria Macapagal Arroyo upang makakuha ng impormasyon hinggil sa mga nawawalang armas ng Pambansang Pulisya na ngayon ay tinututukan ng pulisya.
“President Arroyo has ordered the PNP to resolve cases of violence committed against journalists, politicians, activists and government workers and bring down incidents of similar attacks,” wika ni Verzosa.
Inatasan ng PNP Chief ang Directorate for Investigation and Detective Management (DIDM) sa ilalim ni Police Director Raul Bacalzo na ipatupad ang Reward System.
“A Board of Officers on Reward (BOR) was also constituted to administer the reward system,” dagdag ni Verzosa. “The BOR is composed of the Director for Investigation and Detective Management (TDIDM) as Chairman. Members of the BOR are the Director for Intelligence (TDl); The Director for Operations (TDO); The Director for Police Community Relations (TDPCR); The Director for Comptrollership (TDC);Director, Legal Service (LS); Director, Criminal Investigation and Detection Group( CIDG); and the Director of the Intelligence Group (lG). According to the Chief PNP, a Reward Scale shall be formulated showing the categories of victims as National, Regional and Provincial with corresponding rewards for information leading to the arrest of suspects.”
Bibigyan ng reward ang mga impormante maliban ang mga government officials o employees na makapagbibigay ng direktang impormasyon para makilala ang suspek at maaresto.
“A total of Php 17-million out of the Php 25-million special fund for the PNP Reward System shall be allocated for the solution of cases involving violence against media practitioners, militant activists, elected government officials, other government workers, candidates and election workers,” ayon kay PNP Spokesman Senior Superintendent Leonardo Espina. “Another Php 5-million shall be used as reward for information leading to the seizure of stashes/cache of loose firearms. The remaining Php 3-million shall be allocated for subsequent cases involving violence against media practitioners, militant activists, elected government officials, other government workers, candidates and election workers.”
Sa pamamagitan ng approval ng Police Chief sa pagpapalabas ng reward, ang TDIDM naman ang magbibigay ng bayad sa mapalad na impormante.
Ang pagbabayad na ito ay gagawin sa presensya ng case officers at/o awtorisadong kinatawan mula sa grupong responsible sa pagresolba ng kaso.
Isang grupo naman ang inorganisa upang mapablis ang evaluation at reward process.
Inirekomenda ng PNP ang rewards na nagkakahalaga ng hanggang Php17.375-million para sa impormasyon na magiging dahilan ng pagkakaaresto ng mga suspek na sangkot sa 96 kaso ng karahasan laban sa 73 government officials, 15 militant activists, at walong journalists.
